Dienst Toeslagen pays your allowance out before it settles the year. That is what makes a change worth reporting.
What counts as a change you have to report?
Any change that affects the amount of your allowance counts.¹ A new job, a rent increase or someone moving in with you all qualify.
Dienst Toeslagen, the Dutch allowances office, pays it monthly in advance. It calculates the amount from the income and household details it holds for the year ahead. Once those details change, the advance stops matching your life.

Take Ana. She is a tenant who receives healthcare allowance and rent allowance. In March she signs a permanent contract and starts earning more.
In short
Four weeks is the deadline for a change in your income, your rent or your household.¹
Your municipality passes on the changes you register there, so you never report those twice.¹
Your capital can move your allowance too.⁴ It does not come in through your municipality, so if it moves your allowance you pass it on.¹
Too much allowance rarely arrives as a bill. Dienst Toeslagen offsets it against the months still to come.³
Stopping your allowance is rarely the right move. Report the change instead.⁸
So the duty is broad. Only part of it lands on you.
Which changes do you report yourself?
You report everything your municipality does not already pass on.¹ Household details reach Dienst Toeslagen through your municipal registration.
You give a move, a marriage, a separation, a birth or a death to your municipality once. Dienst Toeslagen receives them from there. Someone moving into your home arrives the same way, as long as that person registers at your address.
Everything else is yours to report. Money is the clearest case. A higher or lower income and a rent increase change the amount you can claim. A change in your capital can do the same. If it does, it is yours to pass on.¹ None of them reach Dienst Toeslagen through your municipality.
Ana's pay rise falls squarely in that second group. Her employer reports her salary for payroll tax, not for her allowance. The table below splits the common changes between your municipality and you.

Income is the obvious one. Which change do people most often miss?
What if your savings or investments change?
A change in your capital can affect your allowance.⁴ An inheritance or a savings account abroad counts as capital.⁴ Neither reaches Dienst Toeslagen through your municipality, so if it moves your allowance it is yours to pass on.¹
Whether it costs you anything depends on which allowance you receive. Rent allowance, healthcare allowance and child budget each set their own capital limit.⁵ ⁶ ⁷ Each of those pages carries its own figure. Knowing that a change counts is half of it. Passing it on is the easy half.
How do you report a change to your allowance?
You report a change in Mijn toeslagen or in the Toeslagen app.² One report covers every allowance you receive.
You sign in with DigiD, the national login for Dutch government services. Your toeslagpartner is your benefits partner, such as a spouse or registered partner. They can report a change as well, so it does not have to be you.²
Older years work differently. A change for 2025 or earlier no longer goes through the app, only through Mijn toeslagen.² For 2023 or earlier, Mijn toeslagen no longer takes changes and the BelastingTelefoon handles it.²
When the change takes effect depends on the allowance. Dienst Toeslagen calculates rent allowance, healthcare allowance and child budget per whole month.² A change part way through a month counts from the first of the next one.² Childcare allowance can change on any day.²
Living abroad changes the route, not the duty.
Can you report a change from outside the Netherlands?
Yes, Mijn toeslagen works from abroad with DigiD or a European eIDAS login.⁹ That is the government login from your own country.
No DigiD yet? First check whether you can apply for one from abroad.⁹ If you cannot, the BelastingTelefoon Buitenland takes it from there. The adviser checks your details and tells you how to report the change.⁹ Keep your own citizen service number and your toeslagpartner's within reach.
One change still travels by post. If you live outside the Netherlands, a marriage or registered partnership concluded abroad goes to Dienst Toeslagen by letter.⁹ The letter carries your name, your address, your citizen service number and your signature.⁹ A copy of the marriage or partnership certificate goes with it, in Dutch, English or German.⁹ The address is Belastingdienst/Klantbeheer, Postbus 2892, 6401 DJ Heerlen. A new address can go in the same letter.⁹
Leaving the Netherlands is a change you report yourself. It can change or end your allowance for that year.

What happens after you report a change?
You see your new amount straight away.³ A formal decision usually follows within five weeks, the voorschotbeschikking, an advance payment decision.³
It arrives by post, in Mijn toeslagen and in your Berichtenbox.³ That is the secure message inbox the Dutch government uses. The new amount is paid out around the twentieth of the month, once that decision is in Mijn toeslagen.³ Past the twentieth, you wait for the following month.
Dienst Toeslagen had paid Ana too much for two months. It offsets that against the allowance she still has coming, so nothing arrives as a bill.³ Where offsetting is not possible, a separate letter asks you to pay the difference.³ Too little works the other way. Dienst Toeslagen pays the shortfall out.³
A change about an earlier year takes a different path. It produces no new decision.³ Dienst Toeslagen folds it into the final calculation for that year, which takes longer than five weeks.³

What this means for you
Income, household and capital are the three to keep an eye on. Do that and the yearly settlement rarely holds a surprise.
Check your income estimate whenever your work changes. Pass on a change in your capital if it moves your allowance. And pass on anything your municipality does not already know.
A repayment demand is rarely a penalty. It is almost always an advance that ran ahead of a life that had already moved on. Reporting a change early is what keeps the two together.

Questions people ask about reporting a change
What happens if I report a change late?
A late report still counts, as long as the final calculation has not arrived.² After that you have six weeks to object.¹⁰ Later than six weeks, you can still ask for the decision to be looked at again.¹⁰ The longer you wait, the more months of overpayment build up.
