Can you download the P-form?
You cannot download the paper P-form. The Belastingdienst does not publish it as a file anywhere on its website.¹ You file your return online, in the tax app, or on a paper form. That paper form only reaches you by post, after you request it.
The P stands for particulier, a private individual. You file this return for any calendar year you lived in the Netherlands from 1 January to 31 December.
Other years call for another form. Did you move to or from the Netherlands during the year? Then that year is an M-form year. Did you live abroad all year, or are you filing for someone who died? Then another form applies.
Take Arjun. He moved to Rotterdam in 2024 and filed an M-form for that year. 2025 was his first full year here, so 2025 is a P-form year. He has one employer, a Dutch mortgage and a savings account still open in India. The table shows which form fits which year.

In short
No download. The Belastingdienst does not publish the paper P-form as a file. You request it by phone, or you file online.
P is for particulier. The P-form is the income tax return for anyone who lived in the Netherlands the whole calendar year.
Three routes. Online in Mijn Belastingdienst with your DigiD, in the tax app, or on paper. Entrepreneurs file online.
1 May. Your return is due before the date in the letter the Belastingdienst sends you, usually 1 May. An extension buys four extra months.
€469. That is the fine for filing late, and it rises to €6,709 if you keep missing the deadline.
The app has limits. A foreign bank account, a house you bought or sold, or most deductions send you to Mijn Belastingdienst instead.
How do you get your P-form?
You file online, in the app or on paper after a phone call.¹ Online is the standard route. DigiD is your Dutch login. Request it first if you are new here. Then you log in to Mijn Belastingdienst, and most of your figures are already there. The app, called Aangifte inkomstenbelasting, works for a straightforward year.
Prefer paper? Call the BelastingTelefoon on 0800 - 0543 and ask for the Aangifte P.¹ The form reaches you by post, together with the envelope you send it back in. One group receives it without asking: people born before 1946 who have filed on paper every year since 2012.¹ Do you run a business? Then you file online.
The app is the route that trips people up most often.
When must your P-form be in?
Your return must reach the Belastingdienst before the date in your aangiftebrief.³ That is the letter that asks you to file. The date on it is usually 1 May. Need more time? Then you request an extension before that same date. You get four extra months, so usually until 1 September.⁴
You request the extension online in Mijn Belastingdienst, with your DigiD.⁴ Cannot use Mijn Belastingdienst? Then call the BelastingTelefoon on 0800 - 0543 or post the paper request form.⁴ You also pay tax interest (belastingrente) on what you end up owing.⁴ Do you already work with a tax adviser? Then ask your adviser first, because the extension runs through them.⁴
Miss the date and nothing happens overnight. The Belastingdienst sends a reminder first. Ignore that and an aanmaning follows, a formal demand that gives you ten working days.⁵ Only then comes the fine of €469.⁸ The dates and the amounts sit together in the table below.

The deadline is the simplest rule on this page, and the one most people leave until the last week.
What does filing a P-form look like in practice?
You gather your figures, review what the Belastingdienst already filled in, and file. Arjun's savings account in India rules out the app, so he logs in to Mijn Belastingdienst with his DigiD. His salary, his mortgage interest and his Dutch bank balances are pre-filled.
His Indian savings are not. He adds them himself under Box 3, the box for savings and investments. He compares the pre-filled mortgage interest with his annual statement from the bank, and it matches. He files the return on 20 March, which means he hears back before 1 July.⁷
Arjun never needed the paper form. The route he went looking for does not exist, and the route he took was the faster one anyway. One step in that check deserves a warning of its own.
“People go looking for a P-form to download, and there is nothing there to find. The form was never the hard part. What sits behind it is what counts: your deductions, your Box 3, the split with your partner.”

What does this mean for your tax return?
Settle three things first: your form, your route and your pre-filled figures. The form follows the year, so a full year in the Netherlands means a P-form. The route follows your situation, so one foreign account already sends you from the app to Mijn Belastingdienst. And the figures follow your own statements, never the first version on the screen.

Can I download the P-form?
